Programs for development and peace are generally led by the UN and its Peace and Stability Missions, as well as agencies within the UN system. Local and international NGOs, governments and their cooperation agencies, technical offices partnering with foreign ministries, foundations, faith-based or secular associations, and dedicated funds also initiate, support, and implement development and peace projects.
EUROBOGEN specializes in project evaluation. Based on the Theory of Change, the Logical Framework, the six OECD criteria, and qualitative and quantitative methods, projects contributing to societal transformation are evaluated on three levels: outputs, effects, and impact. The evaluation can take place during the project (monitoring and milestone reports), at the end of the project (closure), or 2-5 years after the project (long-term impact).
Ideally, the evaluation method and process are defined upstream during the design phase and before the project launch. This ensures that data is qualified and organized by criteria, variables, and indicators that are comparable between the start and end of the project. Evaluation is an integral part of project management, especially since in this case, the return on investment is different from the economic return for donors.
EUROBOGEN has conducted project evaluations in the Philippines, Brazil, Mexico, Kenya, Nepal, and the Central African Republic.
Assessments at the local level (town halls, prefectures, associations, schools, urban projects, regional economic development, internal company reform) are of course also possible.
